THE RESPONSIBILITY TO PROTECT: Report of the International Commission on Intervention and State Sovereignty (December 2001). This major report, funded by the Government of Canada and a group of major foundations, seeks to forge a new consensus about nuanced, effective and appropriate international responses to "gross and systematic violations of human rights," including genocide, crimes against humanity, and war crimes (atrocity crimes). Chaired by Gareth Evans and Mahamed Sahnoun, the 75 page report of the International Commission proposes basic principles for military and other forms of intervention, underpinned by a thorough examination of the issues.
